ORANJESTAD | As the world witnesses and experiences the impacts of climate change, turning to nature could be a pragmatic way to adapt. The Dutch Caribbean, with a human population of less than 340,000 and a land area of just 800 square kilometers, may be tiny, remote, and easily overlooked. However, their natural heritage is rich and extraordinarily diverse. The islands Aruba, Bonaire, Curacao, St. Maarten, St. Eustatius, and Saba stand out as the most significant ‘hotspot’ for biodiversity within the Kingdom of the Netherlands.

Recently, on November 10th, the Dutch Caribbean Nature Alliance (DCNA) gathered environmental stewards at the University of Aruba for the “Nature-Based Solution for Ecosystem Restoration” symposium. Organized by the DCNA in collaboration with the ‘Fundacion Parke Nacional Aruba’ (FPNA), both non-profit organizations advocating nature conservation, the event had the distinct honor of hosting Her Royal Highness Princess Beatrix, accompanying dignitaries including the Governor of Aruba, the Prime Minister of Aruba and the Minister of Nature for Aruba, delegates from the DCNA, FPNA, valued nature partners and other stakeholders.

NATURE-BASED SOLUTIONS AS AN APPROACH FOR MITIGATING ENVIRONMENTAL RISKS

Amid the global conversation on climate change, there is an increasing interest in Nature-Based Solutions (NBS) as a strategy to mitigate various environmental risks, from flooding to landslides. NBS is an innovative approach that leans on sustainable management of both natural and modified ecosystems. This approach, recognized by the European Commission as actions “inspired by, supported by, or copied from nature”, addresses numerous societal challenges and paves the way for benefits for both people and the environment. These solutions promise not just ecological stability but also broader societal advantages, including economic growth and enhanced public health. As more entities recognize the importance of harmonizing ecosystem health, climate action, and sustainable development, NBS has found its place in major global policy conversations, including the UN’s Sustainable Development Agenda 2030.

The symposium served as a platform for experts to introduce and discuss the concept of Nature-Based Solutions (NBS) and delve into topics including the theoretical background of NBS, conservation challenges and opportunities on islands, funding mechanisms for NBS, and establishing collaborative frameworks for NBS partnerships. The insightful symposium concluded with a discussion on the need for NBS implementation and insights drawn from real-world case studies.

The director of the Dutch Caribbean Nature Alliance, Arno Verhoeven, highlighted how the living environment on our islands crucially depends on our unique ecosystems. “Going for Nature-Based Solutions should be the priority when facing the many challenges that threaten our habitat. We believe that by bringing together stakeholders, strengthening the Dutch Caribbean network, and thus facilitating knowledge, expertise, and resource exchange, we can take steps to further implement NBS to safeguard our valuable ecosystems. This symposium is a step in that direction”, Verhoeven stated.

During the presentation of FPNA, Chief Conservation Officer, Mrs. Natasha Silva, explained more about the extinct species in Aruba and the critical need for conservation efforts. She emphasized the importance of preserving Aruba’s unique biodiversity and highlighted nature-based solutions as key strategies for conservation, including restoring natural habitats to support wildlife, implementing sustainable land use practices to prevent habitat loss, and establishing protected areas to conserve critical ecosystems. Mrs. Silva also underscored the important role of community engagement in conservation initiatives. Emphasizing this point, Mrs. Silva stated, “Focus on the priority with the biggest effect. The more people become aware, the more we allow ourselves to have this dialogue about conservation.”

As the Dutch Caribbean islands confront unique ecological vulnerabilities – balancing the rich biodiversity with threats from human activities and climate change – the importance of these Nature-Based Solutions cannot be overstated. The main takeaway highlights the necessity for local adaptation and implementation of these solutions requiring collective efforts, coordination, and knowledge exchange among various stakeholders to ensure a sustainable future for the Dutch Caribbean and beyond.

ABOUT THE DUTCH CARIBBEAN NATURE ALLIANCE

The Dutch Caribbean Nature Alliance (DCNA) was established in 2005 and represents a quintessentially Caribbean approach to nature conservation. In a highly fragmented region, the DCNA recognizes that the conservation challenges are simply too big for one organization or one island to face alone. De Dutch Caribbean Nature Alliance (DCNA) heeft onlangs op 10 november milieubeheerders bijeengebracht op de Universiteit van Aruba voor een symposium over “oplossingen gebaseerd op de natuur” (“Nature-Based Solutions” (NBS)) voor het herstel van ecosystemen. Het evenement wat georganiseerd was door de DCNA in samenwerking met de ‘Fundacion Parke Nacional Aruba’ (FPNA), beide non-profit organisaties die zich inzetten voor natuurbehoud, had de eer om Hare Koninklijke Hoogheid Prinses Beatrix, DCNA’s beschermvrouwe, te mogen verwelkomen. Aanwezig waren ook de Gouverneur van Aruba, de Minister-President van Aruba, de Minister van Natuur van Aruba, en delegaties van zowel de DCNA als de FPNA, samen met partners en andere belanghebbenden vanuit het hele Nederlandse Caribische gebied.

NATURE-BASED SOLUTIONS ALS AANPAK VOOR HET VERMINDEREN VAN MILIEURISICO’S

In de wereldwijde discussie over klimaatverandering neemt de interesse toe in NBS als strategie om diverse milieurisico’s, zoals overstromingen en landverschuivingen, tegen te gaan. NBS is een innovatieve benadering die zich richt op het duurzaam beheren van zowel natuurlijke als aangepaste ecosystemen. Deze aanpak, erkend door de Europese Commissie als acties ‘geïnspireerd op, ondersteund door of gekopieerd van de natuur’, biedt oplossingen voor veel maatschappelijke uitdagingen en baant de weg voor voordelen voor zowel de samenleving als de natuur. Deze oplossingen zorgen niet alleen voor ecologische stabiliteit maar bieden ook bredere maatschappelijke voordelen, waaronder economische groei en verbetering van de volksgezondheid. Terwijl steeds meer organisaties het belang inzien van het in-balans-brengen van ecosysteemgezondheid met klimaatmaatregelen en duurzame ontwikkeling, heeft NBS een prominente rol gekregen in belangrijke internationale beleidsdiscussies, waaronder de “UN’s Sustainable Development Agenda 2030”.

Het symposium diende als platform voor experts om het concept van NBS te introduceren en te bespreken. Er werd dieper ingegaan op onderwerpen zoals de theoretische achtergrond van NBS, de uitdagingen en kansen voor natuurbehoud op eilanden, financieringsmechanismen voor NBS, en het opzetten van samenwerkingskaders voor NBS-partnerschappen. Het symposium werd afgesloten met een discussieronde over de noodzaak van het toepassen van NBS en inzichten die recent zijn opgedaan in de praktijk.

De directeur van de DCNA, Arno Verhoeven, benadrukte dat de leefomgeving op de eilanden in cruciale mate afhangt van de unieke ecosystemen. “Het voorrang geven aan NBS is essentieel bij het adresseren van de talrijke uitdagingen die onze leefomgeving bedreigen. We zijn ervan overtuigd dat het samenbrengen van stakeholders, het versterken van het Nederlands Caribisch netwerk, en het daardoor mogelijk maken van uitwisseling van kennis, expertise en middelen, ons vooruit zal helpen bij het implementeren van NBS ter bescherming van onze kostbare ecosystemen. Dit symposium vormt een stap in die richting,” verklaarde Verhoeven. 

Tijdens de presentatie van FPNA lichtte de Chief Conservation Officer, mevrouw Natasha Silva, meer toe over de uitgestorven soorten in Aruba en de kritieke noodzaak van beschermingsinspanningen. Ze benadrukte het belang van het behouden van de unieke biodiversiteit van Aruba en belichtte op natuur-gebaseerde oplossingen als cruciale strategieën voor behoud, waaronder het herstellen van natuurlijke habitats ter ondersteuning van de flora en fauna, het implementeren van duurzame praktijken voor grondgebruik om habitatverlies te voorkomen, en het instellen van beschermde gebieden om kritieke ecosystemen te behouden. Silva onderstreepte ook de belangrijke rol van de betrokkenheid van de gemeenschap in conservatie-initiatieven. Om dit punt te benadrukken, verklaarde Silva: “Richt je op de prioriteit met het grootste effect. Hoe meer mensen zich bewust worden, hoe meer we onszelf toestaan om deze dialoog over conservatie te hebben.”

Terwijl de Nederlandse Caribische eilanden te maken hebben met unieke ecologische uitdagingen – het in balans brengen van de biodiversiteit met bedreigingen van menselijke activiteiten en klimaatverandering – kan het belang van deze NBS niet genoeg benadrukt worden. De voornaamste conclusie is het belang voor lokale aanpassing en uitvoering van deze oplossingen, wat gezamenlijke inspanningen, coördinatie en kennisuitwisseling vereist tussen alle betrokken partijen, om een duurzame toekomst voor het Nederlands Caribisch eilanden verder te waarborgen.

De Dutch Caribbean Nature Alliance (DCNA) werd opgericht in 2005 en vertegenwoordigt een typisch Caribische benadering van natuurbescherming. In een sterk gefragmenteerde regio erkent de DCNA dat de uitdagingen op het gebied van natuurbescherming simpelweg te groot zijn voor één organisatie of één eiland om alleen aan te pakken. Op Aruba, Bonaire, Curaçao, Saba, Sint Eustatius en Sint Maarten werd dit erkend, en als reactie daarop werd de DCNA gevormd, een organisatie met één stem om een gezamenlijke inspanning te weerspiegelen om de natuur in de hele regio te beschermen. De DCNA gelooft dat we samen beter in staat zullen zijn om oplossingen te vinden om deze gemeenschappelijke bedreigingen het hoofd te bieden. The World Wide Fund for Nature Netherlands (WWF-NL) asked Wageningen Environmental Research (WENR) to carry out a scoping study to assess weather impacts on Bonaire and explore the potential of Nature-based Solutions (NbS) to reduce future environmental impacts from extreme weather events and improve flood resilience. Existing data was collected, literature was reviewed and on-site interviews were conducted on Bonaire with different types of stakeholders. By investigating the system and its hydrological, ecological and socio-economic components we describe a ‘pathway to impact’ of the up- and downstream processes that increase the risk of flooding. Tackling urban flooding and the impact of heavy rain requires an integral approach with hybrid solutions. NbS implementations can support the ameliorating of flood resilience on Bonaire. Upstream revegetation, the greening of kunukus (rural areas) and water retention can help to improve infiltration and slow down runoff. In addition, revitalization of rooien (waterways) and buffer zones can slow down discharge and reduce flood peaks. More room for green and water creates a safer and healthier living environment in the downstream urban area of Kralendijk.

Aside from their economic and recreational importance, these areas are also vitally important to maintaining biodiversity and to building healthy and resilient spaces. Unfortunately, these unique environments face ecological vulnerabilities due to the constant threat from human activities and a changing climate. Implementing Nature-Based Solutions (NBS) is crucial to safeguarding these delicate balances to ensure these areas are around for generations to come. Nature-Based Solutions represent a groundbreaking approach that taps into the power of nature to address urgent environmental challenges. In the realm of ecosystem restoration, these solutions offer a beacon of hope by combining human ingenuity with the resilience of the natural world. 

NBS-Symposium 

To incorporate these Nature-Based Solutions on the Dutch Caribbean Islands, it is important to customize them to local contexts. Moreover, the journey towards their successful implementation is a collaborative one. It requires a well-coordinated effort from diverse stakeholders, like people working in the field of nature conservation, academia, government officials, and companies. To realize the full potential of these solutions, knowledge exchange and cooperation between these stakeholders are imperative. 

This is why the DCNA, together with FPNA, organizes a symposium on Nature-Based Solutions in ecosystem restoration on the Dutch Caribbean islands. The event will take place on November 10th from 13.30 – 17.00 AST.

Nature-Based Solutions vertegenwoordigt een baanbrekende aanpak die gebruik maakt van de kracht van de natuur om urgente milieu-uitdagingen aan te pakken. Op het gebied van ecosysteemherstel bieden deze oplossingen een baken van hoop door menselijke vindingrijkheid te combineren met de veerkracht van de natuurlijke wereld.

Om het volledige potentieel van deze oplossingen te realiseren, is kennisuitwisseling en samenwerking tussen deze stakeholders noodzakelijk. 

Daarom organiseert de DCNA samen met FPNA een symposium over Nature-Based Solutions in ecosysteemherstel op de Nederlands Caribische eilanden. Het evenement vindt plaats op 10 november van 13.30 – 17.00 AST.

Abstract 

A study was conducted on Bonaire, Caribbean Netherlands, focusing on the White white mangrove (Laguncularia racemosa) to gather information regarding its abundance and distribution, sediment characteristics, state and herbivory. The distribution range of the wWhite mangrove species is quite extensive on Bonaire, Caribbean Netherlands. The species showed different types of adaptations to their environment, such as root system composition and tree height. The overall sediment composition of the White white mangrove species on Bonaire is sand with a limestone foundation underneath. Furthermore, the study on the herbivory brought forth several species that are potentially responsible for the herbivory on the White white mangrove. Overall, this study provides a basebase line data for filling up the knowledge gap on the White white mangrove species on the island of Bonaire and offers a foundation basis for further research and conservation efforts on the species.

Mangroves create new land by slowly packing sediment within their roots, however too much sediment can lead to dieback. Researchers from Wageningen University and Research analyzed the potential erosion rates in the catchment area of Lac Bay, Bonaire, and found that this area will require catchment wide mitigation strategies such as reforestation, removal of feral grazers and the development earthen dams and sediment traps.

Mangroves are incredibly unique ecosystems, capable of moving their entire forest over several generations to maintain their preferred environmental conditions. Typically, sediment erodes slowly from land, making its way into the forest.  This gives mangroves the material they need to form new land.  Mangroves filter the sediment, pack it within their roots and slowly create mangrove peat, which creates the foundation for new territory.

Slow and Steady

Forming new land must be done in moderation. When too much land sediment enters the forest at once it can have damaging effects.  Smothering the mangrove roots and choking out hydrological channels, this excess sediment can quickly lead to mangrove dieback within a few years.  In fact, over the last few decades, Bonaire has seen this firsthand, as the backlands of the mangrove forest are being choked out and environmental conditions are degrading until the mangroves can no longer thrive.

Catchment Areas

To explore this issue further, researchers from Wageningen University and Research working with local area expert Sabine Engel, conducted an analysis of the potential erosion within the catchment of Lac Bay.  This catchment area covers an estimated 1600ha, meaning nearly 6% of the total island drains towards Lac Bay.  Through collecting information on the potential erosion rates, coupled with a mini rainfall simulator, researchers were able to estimate the amount of surface runoff and potential erosion rates within this area.  The goal was to provide valuable recommendations to management authorities on areas where efforts should be focused to help minimize erosion.  This adds to the portfolio of information already available on the islands, which explored the value of sediment traps and used satellite imagery to highlight the disastrous effects of this excess sediment on mangroves.

Not So Simple

As it turns out, the potential erosion rate across the entire catchment area was found to be rather homogeneous.  Given the minimal elevation fluctuations, coupled with the uniform deforestation, not one particular area could be singled out as having greater influence over the others.  This creates a complicated environmental issue which needs to be tackled on a large scale.  Therefore, catchment wide conservation methods need to be pursued.  This includes increased reforestation projects, catchment wide removal of feral grazers and perhaps the development of earthen dams or sediment traps.

Creating Balance

A common theme to most of these projects seems to hinge on the need for restoring balance.  Luckily, nature-based solutions can take some of the pressure off area managers by allowing environments to build internal resilience.  Although it seems easy in principle, these solutions do require initial investments and sometimes fundamental shifts in how we (local residents and visitors) utilize these spaces.  Establishing this balance between use and functionality will require collaboration from all, but should inspire confidence, as the solution could lie in our own actions.

Onderzoekers van Wageningen University and Research analyseerden de mogelijke erosiesnelheden in het stroomgebied van Lac Bay, Bonaire, en ontdekten dat voor dit gebied stroomgebiedsbrede mitigatiestrategieën nodig zijn, zoals herbebossing, verwijdering van wilde grazers en de ontwikkeling van aarden dammen en sedimentvallen. 

Mangroven zijn ongelooflijk unieke ecosystemen, die in staat zijn om hun hele bos over meerdere generaties te verplaatsen om hun favoriete omgevingsomstandigheden te behouden. Gewoonlijk erodeert sediment langzaam van het land en vindt het zijn weg naar het bos. Dit geeft mangroven het materiaal dat ze nodig hebben om nieuw land te vormen. Mangroves filteren het sediment, verpakken het tussen hun wortels en creëren langzaam mangroveveen, dat de basis legt voor nieuw land.

Het vormen van nieuw land moet met mate gebeuren. Wanneer er te veel landsediment tegelijk het bos binnenkomt, kan dit schadelijke gevolgen hebben. Door de mangrovewortels te verstikken en hydrologische kanalen dicht te slibben, kan dit overtollige sediment binnen enkele jaren snel leiden tot het afsterven van de mangrove. Bonaire heeft dit de afgelopen decennia met eigen ogen gezien, aangezien de achterlanden van het mangrovebos worden verstikt en de milieuomstandigheden verslechteren totdat de mangroven niet langer kunnen gedijen.

Stroomgebieden

Om dit probleem verder te onderzoeken, hebben onderzoekers van Wageningen University and Research in samenwerking met gebiedsexpert Sabine Engel een analyse gemaakt van de mogelijke erosie in het stroomgebied van Lac Bay. Dit stroomgebied beslaat naar schatting 1600 ha, wat betekent dat bijna 6% van het totale eiland afwatert in de richting van Lac Bay. Door informatie te verzamelen over de mogelijke erosiesnelheden, in combinatie met een mini-regensimulator, konden onderzoekers de hoeveelheid afvloeiing van het oppervlak en de potentiële erosiesnelheden in dit gebied schatten. Het doel was om waardevolle aanbevelingen te doen aan beheersautoriteiten over gebieden waarop inspanningen moeten worden gericht om erosie tot een minimum te beperken. Dit draagt bij aan de al beschikbare informatieportfolio op de eilanden, die de waarde van sedimentvallen onderzocht en satellietbeelden gebruikte om de rampzalige effecten van dit overtollige sediment op mangroven te benadrukken.

Niet zo makkelijk

Het bleek dat de potentiële erosiesnelheid over het gehele stroomgebied vrij homogeen bleek te zijn. Gezien de minimale hoogteschommelingen, gekoppeld aan de uniforme ontbossing, kon niet één bepaald gebied worden uitgekozen als een gebied met een grotere invloed op de andere. Hierdoor ontstaat een ingewikkeld milieuvraagstuk dat grootschalig moet worden aangepakt. Daarom moeten instandhoudingsmethoden voor het hele stroomgebied worden nagestreefd. Dit omvat meer herbebossingsprojecten, verwijdering van wilde grazers in het hele stroomgebied en misschien de ontwikkeling van aarden dammen of sedimentvallen.

Evenwicht creëren

Een gemeenschappelijk thema in de meeste van deze projecten lijkt af te hangen van de noodzaak om het evenwicht te herstellen. Gelukkig kunnen op de natuur gebaseerde oplossingen een deel van de druk wegnemen bij gebiedsbeheerders door omgevingen in staat te stellen interne veerkracht op te bouwen. Hoewel het in principe eenvoudig lijkt, vergen deze oplossingen wel initiële investeringen en soms fundamentele verschuivingen in het gebruik van deze ruimtes door ons (buurtbewoners en bezoekers). Het tot stand brengen van deze balans tussen gebruik en functionaliteit vereist samenwerking van iedereen, maar zou vertrouwen moeten wekken, aangezien de oplossing in onze eigen acties zou kunnen liggen.

Urbanization and climate change are producing an escalation in the prevalence of urban problems, particularly those connected to flooding, prompting authorities and stakeholders to recognize the need for sustainable solutions. Nature-Based Solutions are progressively replacing traditional engineering solutions as an alternative since they are more eco-friendly. By re-activating the urban hydrological cycle processes, NBS intends to increase the natural water storage capacity to help decrease urban flooding. The work described here outlines a framework for optimising the efficacy of NBS for flood risk reduction and its co-benefits, as well as defining the trade-offs among these co-benefits. The framework integrates 1D hydrodynamic models with multi-objective optimisation techniques. To demonstrate the applicability of the framework and its methods it has been used in Sint Maarten, which is an island located in the Caribbean Sea. Four NBS measure were identified as having good potential to be applied in the case study, namely: green roof, permeable pavement, bio-retention pond, and open detention basin. The results showed that the developed framework has the ability to represent the link between benefits and costs when evaluating various NBS, hence aiding the decision-making process to select and implement NBS.
