Informational material on protected species (CITES) developed for the Caribbean Netherlands

Informational material for regulations outlined in the Convention of International Trade of Endangered Species of wild flora and fauna (also known as the CITES) has been developed for residents and tourists on Bonaire, Saba, and St. Eustatius. Posters, signs, and brochures have been made in four languages (Dutch, English, Papiamentu, and Spanish) by the Dutch Caribbean Nature Alliance (DCNA) by order of the Ministry of Agriculture, Nature and Food Quality (ANFQ).

In advance of the return of tourists, these materials will be placed at the airports and ports, and at the government and customs offices, nature park management organizations, diving schools, and hotels throughout the Caribbean Netherlands. In this way, DCNA and ANFQ will work to raise awareness about the protected status of flora and fauna in the Caribbean Netherlands, such as orchids and corals, and the rules concerning the removal of these species.

Conservation of biodiversity

The islands of the Caribbean Netherlands have a rich biodiversity. Many species are endemic to one (or more) of the islands, meaning they cannot be found anywhere else in the world. Almost 200 species living in the wild in the Caribbean Netherlands are protected by CITES. The list includes turtles, iguanas, orchids, cacti, whales, rays, and bird species. Furthermore, the corals these islands are known for, living or dead, are also protected under CITES and therefore cannot be removed. In addition to the CITES regulations, stricter local rules and measures may also apply.

What does this mean in practice?

Exporting living or dead species included on the CITES list to another country without a CITES permit – including between the Caribbean Netherlands to the Netherlands and vice versa – is prohibited. These regulations apply whether the species or objects are taken as a gift or for one’s own use, and include items such as orchids, cacti, corals, seahorses, turtles, sharks, iguanas, and birds. These regulations also apply to parts or products made of or from these species, such as food products, exotic leatherware, wooden sculptures, ornaments, musical instruments, or local medicines. In certain cases, exporting species or objects is prohibited altogether. Violation of these regulations can lead to penalties and/or legal action.

Check in advance: is it protected?

The mere fact that something is for sale or that you found it on the ground or in the sea, does not mean that you are allowed to take or travel with it. When in doubt as to whether you can take a species (or a part of a product made of or from this species), you can contact the local CITES authority with the National Office of the Caribbean Netherlands (Rijksdienst Caribisch Nederland, RCN), the customs authorities, the public entity, or the local management organization of the protected nature area.

What is CITES?

CITES is the Convention of International Trade of Endangered Species of wild flora and fauna which regulates and, if necessary, prohibits the trade or removal of a species for the benefit of conserving it in the wild. More than 37,000 flora and fauna species are currently protected under the CITES convention. A CITES permit is required for the trade of these species. In some cases, the trade is prohibited altogether if the species is seriously threatened with extinction. These regulations do not only apply to the respective plants and animals but also to products made of or from these species.

Impending Trade Suspensions of Caribbean Queen Conch under CITES: A Case Study on Fishery Impacts and Potential for Stock Recovery

The Convention on International Trade in Endangered Species (CITES) Authority issued injunctions in 2003 and 2004 to halt export trade of Caribbean queen conch (Strombus gigas) from several countries and initiated reviews of a number of other conch-producing countries. The current regula- tory framework for regional conch fisheries has obviously failed to protect stocks. I present a case study of the Belize conch fishery to examine fishing impacts, effectiveness of existing regulations, and potential for population recovery. Fishery-independent data from a no-take marine reserve indicated that unfished density and biomass were nearly an order of magnitude greater than in comparable fished areas. Size structure of the protected population showed that an average of 38% of the legal catch may consist of juvenile conch. The spawning potential ratio indicated that the fished stock is severely over- exploited, and furthermore, the protected population has not compensated to make the local fishery sustainable. Under these conditions, a moratorium under CITES may be warranted. Until stock assessment models are refined, action should be taken to reduce juvenile fishing mortality, extend closed seasons, and enforce a network of functional no-take reserves in essential habitat.

Sand temperatures for nesting sea turtles in the Caribbean: Implications for hatchling sex ratios in the face of climate change

A 200-year time series of incubation temperatures and primary sex ratios for green (Chelonia mydas), hawksbill (Eretmochelys imbricata) and leatherback (Dermochelys coriacea) sea turtles nesting in St. Eustatius (North East Caribbean)was created by combining sand temperature measurementswith historical and current environmental data and climate projections. Rainfall and spring tides were important because they cooled the sand and lowered incubation temperatures. Mean annual sand temperatures are currently 31.0 °C (SD = 1.6) at the nesting beach but show seasonality, with lower temperatures (29.1–29.6 °C) during January–March and warmer temperatures (31.9–33.3 °C) in June–August. Results suggest that all three species have had female-biased hatchling production for the past decades with less than 15.5%, 36.0%, and 23.7% males produced every year for greens, hawksbills and leatherbacks respectively since the late nineteenth century. Global warming will exacerbate this female-skew. For example, projections indicate that only 2.4% of green turtle hatchlings will be males by 2030, 1.0% by 2060, and 0.4% by 2090. On the other hand, future changes to nesting phenology have the potential to mitigate the extent of feminisation. In the absence of such phenological changes, management strategies to artificially lower incubation temperatures by shading nests or relocating nest clutches to deeper depths may be the only way to prevent the localised extinction of these turtle populations.

A Stage-Based Population Model for Loggerhead Sea Turtles and Implications for Conservation

Management of many species is currently based on an inadequate under- standing of their population dynamics. Lack of age-specific demographic information. particularly for long-lived iteroparous species. has impeded development of useful models. We use a Lefkovitch stage class matrix model. based on a preliminary life table developed by Frazer (1983a), to point to interim management measures and to identify those data most critical to refining our knowledge about the population dynamics of threatened log- gerhead sea turtles (Caretta caretta). Population projections are used to examine the sen- sitivity of Frazer's life table to variations in parameter estimates as well as the likely response of the population to various management alternatives. Current management practices appear to be focused on the least responsive life stage. eggs on nesting-beaches. Alternative protection efforts for juvenile loggerheads. such as using turtle excluder devices (TEDs). may be far more effective.
